Wild Spectulation
Ben suggests that there may be a way to get back to the island as long as "all of them" go. Does Ben believe that this will circumvent the fact (if Ben is telling the truth) that he can't go back because he is the one who moved the island. Perhaps he can "hitchhike" so to speak, his way back to the island. Maybe Ben needs all the people who have been to the island and managed to get off. Could this include those people that Ben has been having Sayid kill? It's a lot easier to bring dead people than to kidnap live ones. (I'm assuming that they would object to going back.)
I know this is just wild speculation but maybe someone could get a decent theory out of this.

I am certain Ben is planning to go along.
I suspect Locke's dead body was the open invitation - like the throne for Island Chief was once again vacant and he can get back to his role. . .
There's no way he would be helping the O6 otherwise, I think. The Island means everything to him.

Hm just thought about the similarities between Locke having to carry his fathers body and Ben taking Locke body back (making Jack do the carry obviously).

I just can't help thinking of the similarities between that last scene in the finale and the Stephen King story the Langoliers. Both stories are about a group of people who get transported to a mysterious place via a plane (in the Langoliers they get teleported through time via a wormhole...I'm not sure that exactly what happened to Oceanic 815). Anyway the only way the people in the Langoliers can return to their time is if they all go through the wormhole together at the exact same time. Either read it or see the made for tv movie, its another good King story.

He would also have to get Desmond wouldn't he?(alive or dead i guess since Locke is dead). And i get the feeling that Des and Penny will be living in hiding, running from her dad. Maybe even like a non-stop sailing voyage around the world or some junk. So Ben's big problem will have to be finding Desmond and he can do that by finding Penny. Maybe he could even kidnapp Penny to make Des go back to the island. That would really tick off Charles too.
