As far as I know, Lateralus, we do not know if Penny is Widmore's biological daughter.

Ben certainly believes Penny is Widmore's daughter - and I should think a convoluted (and unnecessary back story) concerning the adoption of Penny doesn't need to play out.

They've got, what, 34 episodes left? They could get around it by just mentioning that Penny is adopted, I suppose, but it would bring about even more a sense of purposelessness to proceedings, I feel.

AC, just to be clear, I'm not arguing that Penny isn't his biological daughter, just that it's never been offered up in the show. So, if there was to be some kind of parallel plot where Penny had grown up in similar circumstances to Ben's Alex, they could do that, and I don't think it would be that difficult. We don't know half the story between Ben and Widmore, who seem to be crucial to the storyline; therefore I think it's too soon to classify any potential subplot involving either of their children as being necessary or unnecessary to the plot.
